Represented at the UPU by founder member Turkey during the period of postal autonomy from 1878 to 1885.
The 1881 set of 5 values handstamped 'Obrasetz' in Cyrillic characters was distributed by the UPU on 1 April 1881.
The Circular does not mention any postal stationery but it is likely that the items listed below were distributed on the same occasion.
